A day before the start of the second Doha meeting on Afghanistan, which is scheduled to be hosted by the United Nations in capital of Qatar tomorrow, not many details about the agenda of this meeting and its participants have leaked out.
It is said that the important agenda of this meeting will be the discussion on Security Council Resolution 2721 regarding the appointment of a special representative for Afghanistan and how the world interacts with the caretaker government. Based on the information obtained, the first day of this meeting is dedicated to Afghanistan with the presence of diplomats and special representatives of the countries, and on the second day, the representatives of the Afghan civil society will sit together to discuss with the delegation of the caretaker government.
According to the latest published news, Amir Khan Mottaqi, Acting Minister of Foreign Affairs of the caretaker government, has stated that his request to participate as the only responsible party on behalf of Afghanistan was not accepted by the United Nations and he will not participate in the meeting.
Previously, Mawlawi Abdul Kabir, the political deputy of the Prime Minister’s Office, had announced the participation of their representatives in the meeting, but Amir Khan Mottaqi, the Acting Minister of Foreign Affairs, said that if their conditions were ignored, it would be better for them to refrain from participating in the meeting.
On the other hand, although the Ministry of Foreign Affairs of Qatar has announced the invitation of representatives of at least 25 countries, the presence of representatives of Norway and Pakistan and some other guests has been confirmed so far.
The identity of the people who are going to participate in the meeting on behalf of the civil society of Afghanistan has not been announced yet, but it has been said that half of these people will be women. However, it has been determined that Shah Gol Rezaei, a former member of Parliament, and Mahboba Seraj, a women’s rights activist, have also been invited to this meeting.
Currently, Fatema Gilani, who was a member of the negotiating team of the Afghan government in the Qatar negotiations, and is considered one of the supporters of the world’s interaction with the caretaker government, has arrived in Doha with the aim of participating in the summit. She has emphasized that is not a member of any delegation.
