Following the efforts of the international community to break the political deadlock in Afghanistan, the United Nations Security Council voted on a new resolution on Friday, 8 January, which approve with 13 votes in favor and two abstentions (China and Russia)
In this resolution, the Secretary General of the United Nations has been asked to appoint a special representative in consultation with the Security Council, all stakeholders in Afghanistan, including countries in the region and the world, political parties, Taliban officials, women, and civil society.
In this resolution, which was prepared by Japan and the United Arab Emirates and presented to the Security Council, the implementation of the independent evaluation orders of Fereydon Sinirlioglu, the UN Special Coordinator for Afghanistan, by the Special Representative and his expertise in issues such as human rights and gender, are emphasized.
Mr. Sinirlioglu, who has been working as the UN coordinator for Afghanistan affairs since April, in his report to the Security Council, has given the will to take necessary measures to address the needs of the Afghan people, and plan a road map for the complete integration of Afghanistan in international community and the implementation of its international obligations, it has suggested paying attention to the issues affecting the security and stability of the region and the world, as well as creating specific mechanisms in order to coordinate and monitor the implementation of orders.
According to the provisions of this resolution, the goal of pursuing these proposals should be a peaceful Afghanistan that is integrated into the international community and is committed to the implementation of international obligations.
Meanwhile, Russia, which abstained resolution, considered the approval of the UN Secretary General’s decision to appoint a special representative for Afghanistan affairs by that country dependent on the support of the Taliban.
On the other hand, Anna Ustigneva, the deputy representative of Russia in United Nations, also issued a statement, and considered most of the ideas of the report of the special coordinator of the United Nations for Afghanistan affairs to be a reflection of the general view of regional players in facing the issues of Afghanistan.
While supporting the articles of this resolution, he welcomes the change of the current situation and the movement of the international community towards more interaction with the Taliban, but the orders should be implemented with more tolerance and in consultation with the Taliban officials.
Nevertheless, Nicholas Kay, the former British ambassador to Afghanistan, has a positive attitude towards the new Security Council resolution, considering it to be a sign of cooperation among the international community in the Afghanistan crisis.
He asked the political groups of Afghanistan to put aside their differences and cooperate with the UN special representative regarding the initiation of dialogues between the parties involved in Afghanistan.
