Guterres and Following Ghani’s Policy

The political crisis and power conflict in Afghanistan has a long history and the people of this country have not witnessed the establishment of a government accepted by all parties in most of the time. This problem has caused Afghanistan to become a weak and incapable country in the field of international politics, and in the absolute majority of cases, it has been affected by the politics of world powers, and the determination of the fate of politics and power in this country is in the hands of foreigners.

Currently, Afghanistan is plunged into a political crisis, and despite the fact that the current caretaker government holds power in a single-handed manner and has had some successes, a large number of political parties, civil society organizations, and human rights activists and women’s groups have learned to oppose it and have formed a non-coherent opposition abroad.

The United Nations, as an international organization and guardian of international security and peace, has always played a role in resolving the power conflict in Afghanistan and has made efforts in this direction. In current situation, this organization is looking for a solution to get Afghanistan out of the current difficult situation by launching serial meetings in Doha.

Although this organization emphasizes issues such as inclusive governance, respect for democratic values, human rights and women’s rights, and public participation, and insisted on it in the previous meetings in Doha, it suddenly changed its position in the third Doha meeting and refused to invite political parties and civil and human rights activists, as well as representatives of Afghan women, to the main table of negotiations.

At the same time, after the two-days meeting in which the main issues were raised, this organization held a side meeting with the presence of a number of people under the name of representatives of women and civil society of Afghanistan, which provoked a lot of criticism and seriously questioned the nature of this organization.

It seems that Antonio Guterres, the Secretary General of the United Nations, is following in the footsteps of Ashraf Ghani in Doha negotiations and is using his deceptive and authoritarian policies.

Ashraf Ghani, the fugitive president of Afghanistan, in majority of cases, when he was faced with the citizens and the people and reached a dead end, gathered some of his henchmen and companions called the leader, the savior, the great tribe, the representatives of the people and the social elites in the presidential palace, so that they can support his discriminatory policies by nodding to his positions and he can simply perform a show of popular support and use it to realize his biased goals and monopolistic policies.

Antonio Guterres also called a number of unknown and mysterious people as representatives of the civil society and women of Afghanistan in a marginal and ineffective meeting in Doha negotiations, following the exact example of Ashraf Ghani, in order to show the world which are actually participating in this game and have designed it themselves, to show that it has made all parties partners in the negotiations. This is while all the groups opposing the caretaker government have announced their critical stance towards this policy of the United Nations, and at the same time they have called it ignoring the fundamental rights of all Afghan citizens, pointing to the excessive weakness of this organization in dealing with related issues to Afghanistan.

The stark difference between the declared and practical policies of the United Nations and the international community regarding Afghanistan shows that they are not looking for a fundamental solution to the power conflict crisis in Afghanistan and may not be able to find a solution to this problem.

The historical experiences of the past clearly indicate that the policy of exclusion and neglect in Afghanistan, whether by the rulers inside the country or by the world, has never had a positive result and has not led this country to stability. Just as the Bonn meeting ignited the recent twenty-year war in the country by eliminating and ignoring the Taliban, the use of this method in Doha meetings can also become the main factor in the formation of several decades of war in the coming years.

Guterres, as the agent of the implementation of Western and American policies, should know that stepping in the footsteps of Ashraf Ghani and following his inefficient policies that led to the destruction of his illegitimate government is another big mistake that will not only affect stability and internal security in Afghanistan and guarantee security for It will not bring the West and the region, but it will also create other crises in the crisis-ridden country.
