Administrative corruption, as an ugly and destructive phenomenon, has always existed in Afghanistan’s administrative system and has caused irreparable damage to the governance process and citizens. This ugly and destructive phenomenon has penetrated in different layers of society to such an extent that it has become a part of social culture and is currently considered as an unavoidable and inevitable thing.
Administrative corruption in the structure of the administrative and political system of Afghanistan reached the highest possible level during the apparently democratic and democratic system of Afghanistan in the last two decades. Disorganization, law breaking, bribery, extortion and extensive abuses in different levels of government and society brought the situation to a point where the situation was out of control and finally, the phenomenon of corruption was raised as one of the main elements and factors of the downfall and collapse of the system.
The consequences and damages caused by corruption are very wide and deep, but its negative impact on the rule of law, development, security and stability in a country is more prominent and important than its other dimensions, because its consequences are very deep and wide.
The existence of corruption in governmental and non-governmental organizations provides the basis for escaping the law, bypassing the law and doing actions contrary to the law and regulations and causes the rule of law to be severely disturbed and as a result of the country’s political stability and governance, In line with the actions and generalization, he loses the national stability and the foundations of his authority are shaken. Over time, administrative corruption destroys administrative hierarchies and the exercise of authority and leads to the formation of authoritarianism, disobedience to high management and command authorities, the emergence of unofficial organizations within official organizations, and the growth of mafia circles at all levels.
Finally, if we put the mentioned items together and complete the puzzle, the result is that the level of security and stability of the country is the most important consequence of the spread and influence of corruption. To the extent that the extent of administrative corruption increases and the radius of its influence increases, the power to dominate and exercise the authority of the government weakens and the ground is provided for the influence of destructive and exploitative groups. By weakening the government’s comprehensive sovereignty, the growth of illegal groups with different goals accelerates and moves the country towards absolute insecurity and instability.
On the other side of the issue, the existence and spread of corruption spoils a large part of the resources, and as a result, the development process of the country faces a serious disturbance. For example, if government agencies and non-governmental organizations face many obstacles due to corruption in the administrative process of implementation of development projects, it will cause two serious damages to the country’s development. First, the implementing institutions and institutions are forced to spend a part of their financial resources to pay bribes in order to remove the existing obstacles. This forces the implementing institutions to deduct and levy the damaged financial resources from the project budget in order to compensate the financial loss caused by it. In fact, this work takes part of the financial resources that should be used for the supply of services and development growth out of the cycle, and as a result, reduces the effectiveness of the projects. At the same time, spending part of the time during the administrative procedures of development and service projects also has a big impact on the development process. This means that each project must be implemented in a certain period of time. Therefore, creating any obstacle in this path wastes a part of the project’s time, and due to the fact that time and time can never be returned and compensated, as a result, the development is delayed.
Currently, Afghanistan is not free from corruption and it is not possible to claim the absence of administrative corruption in government and non-government offices. It seems that some of the circles related to the wide and comprehensive network of corruption from the previous administration still remain and continue to work with full skill.
Therefore, there is a serious need for the caretaker government to take serious action in this regard and stop the expansion of its scope by tracking down the groups imbued with corruption left over from the past corrupt administration, otherwise the network of past corruption will infect honest and clean people as well. It corrupts and leads the system towards drowning and brings the country and the poor and weak people of Afghanistan closer to destruction.
